the farmer has to say call john boehner because we don't know. the house failed to pass the major legislation. as harry reid said, same was true in postal reform. i called issa in december when we got an agreement from the postmaster general to put off the awesome changes that have to take place in the postal service until we had a chance to do our job, and issa had no interest in it at all. here we are. postal reform, bipartisan, passes the senate, fails in the house of representatives. to date, 30 # senate republicans said let us run the place, show you what happens. well, we've seen what happened under their effort. they've been unable even with the republican controlled house to pass the most basic legislation, postal reform, transportation, farm bill, and even when we gave them a bipartisan bill, it's an indication as majority leader said that if you're only goal is to embarrass and defeat the president, then you are going to ignore the speedometer in congress. that's what's happened time and again through republican leadership in the senate

there are two questions with john boehner. number one, is he temperamentally the temperamentally willing to go and legislate, especially if he gets major concessions from the president. i think, in my gut the answer is yes. the second question, can he bring in -- he has a couple of the leading tea party members in the house republican majority but that caucus is still as conservatives as it was before last night. so i don't know the answer, but we have issues that could really divide us, immigration with the president moving ahead very quickly. i would say the 10-1 deal that every republican presidential candidate said they would not except may not be 10-1. it will be a deal where republicans get 80% of what they want. the question is can they say yes to 80% of what they want? the final one is the supreme court, especially what happens if antonin scalia or anthony kennedy retired. forget ruth bader ginsburg and let's just see what happens even if there is a mainstream nominee, or what is president obama -- names the first asia

you know, mitch mcconnell has to worry about a primary collage in 2014, and boehner has to worry about a leadership challenge from the right so there's certainly a primp on what they can do. that said, the incentives have changed, and you saw chris christie's incentive changed, and there's, you know, the fiscal cliff creates different incentives, and i think the end of -- the end of that one term goal means that different republicans will start to have different incentives which means that on immigration, perhaps on a long term deficit deal, there will be avenues for potential cooperation. whether, you know, whether it takes, you know, more ass kickings or a real statesman to lead the republicans towards a different future, i think that depends on what happens over the next few years. >> i mean, i would add that, you know, there's a real brulalty to sitting in washington, that was just breathtaking to me. as a relative outsider, going into the mill and the buzz saw of the political apparatus in washington, and i think that, you know, it's bipartisan horribleness. it's not just republic

speaker boehner is saying all right, mr. president, you won the election, you want more taxes, we're willing to do that. we don't want to do it, we think it will hurt the economy, but we're willing to do it. but to minimize the damage on the economy, at least do it through eliminating these loopholes, these so-called deductions and credits and special provisions. don't try to do it by raising tax rates because that directly hits the small business that you're trying to help create jobs right now. here is what small businesses care about. like i said, you have a dad and his two sons. maybe mom does the accounting for the firm and so on. they have to be concerned about the estate tax. the small businesses spend a lot of money trying to plan around paying the estate tax. on january 1 if we don't do anything, there is only a million dollars exempted. if you have a small business with a bunch of trucks and equipment and like, you're going to have far more than a million dollars in assets in the business. same thing for a farm. an

been very cold-blooded in the his strategy in a way that boehner hasn't, but it was in the house far more than the freshmen tea party members, the members of the republican study committee including long-time veterans like jim jordan of ohio and mike pence and a thurm of others -- a number of others who posed a much deeper challenge. but with all of that a part of the problem was there's a natural tendency when you have this movement emerging and people who are energized to ride that tiger and to exploit it as much as you can and believe that once you have taken them past the finish line, you can co-opt them. and i'll change the animal metaphor. if you cultivate a hungry and rabid rot wilier and it scares everybody in the neighborhood, that can be fabulous for you until you have to go outside. and then it may not recognize who the master really is. and i think it's been frustrating for a john boehner who at root is a legislator and a problem solver that he can't control his troops. and that's a part of what's going on here. what's also true and, stu, you know this as well as anybody
